New York is one of six OSHA-approved state plans where the state plan covers state, county, and municipal employees only. Private-sector New York employers are under Federal OSHA — OllieSafe routes private workspaces to the federal recordkeeping module while preserving NY physical-state context. PESH (Public Employee Safety and Health, within the NY State Department of Labor) handles public-sector enforcement under NY Labor Law §27-a; OllieSafe's public-sector substrate for New York is on the roadmap but not in this launch. Pack carries the NY SHIELD Act (GBL §899-aa/899-bb) reasonable-safeguards overlay for private-sector establishments handling private information of NY residents.
