Massachusetts: Federal OSHA for private employers, DLS for public
Massachusetts is one of six OSHA-approved state plans where the state plan covers state and municipal employees only. Private-sector Massachusetts employers are under Federal OSHA — OllieSafe routes private workspaces to the federal recordkeeping module while preserving MA physical-state context. The DLS (Department of Labor Standards, within the Executive Office of Labor and Workforce Development) handles public-sector enforcement under 454 CMR 25.00; OllieSafe's public-sector substrate for Massachusetts is on the roadmap but not in this launch. Pack carries the 201 CMR 17.00 + M.G.L. c. 93H/93I privacy/security overlay (WISP elements, encryption, breach notice, destruction) for private-sector establishments handling personal information of MA residents.
